I would have thought that the charge to 'galvanize increased participation in the 2010 Year of Peace and Security in Africa across all sectors of society', given at the assembly of Heads of State and Government of the African Union at its 15th Ordinary session in Lampala, Uganda, would have produced some concrete steps by now - isn't timing supposed to be everything? 

This year, more than any is key - if not in the realization of this aim but at least in its strategizing and roll out - to draw in the needed partnership (who remain almost unaware, even as we speak) of this PEACEFUL AMBITION.

Why?

What's going on? Where? I'd be grateful for some positive leads, please.
