DECISIONS OF THE 15th AU SUMMIT

 

 29 July 2010 – The 15th AU Summit held in Kampala, Uganda, from 19 to 27 July has adopted the following decisions:

 

On the Theme of the Summit: “Maternal, infant and child Health and Development in Africa” adopted actions to be undertaken in various Member State, in particular the actions aimed at attaining the MDGs 4, 5 and 6, including the launching of CARMMA, mobilisation of adequate resources for integrated health programmes up to 15% of national budgets, the sharing of best practices within regions, regular evaluation and reporting of progress achieved by Member States;

 

On the five (5)-year review of the Abuja call for accelerated action towards universal access to HIV/AIDS, Tuberculosis AND Malaria (ATM) services in Africa, the Assembly, decided to extend the Abuja Call for Accelerated Action Towards Universal Access to HIV/AIDS, Tuberculosis and Malaria Services in Africa (the Abuja Call) to 2015 to coincide with the MDGs. The Assembly urged Member States to accelerate the implementation of the “Abuja Call” through the strengthening of health systems, financing of health research, partnerships with relevant stakeholders; and a multi-sectoral and integrated approach to disease control.

 

On the state of Peace and Security in Africa, the Assembly welcomed the efforts deployed by the AU and the Regional Economic Communities / Regional Mechanisms for Conflict Prevention, Management and Resolution (RECs/RMs), with the support of the international community, towards the full operationalization of the African Peace and Security Architecture, in particular the Continental Early Warning System (CEWS) and the African Standby Force (ASF). The Assembly reiterates its concern at the continued impasse in the process aimed at restoring constitutional order in Madagascar, due mainly to the refusal of the de facto authorities to cooperate with the AU and the Southern African Development Community (SADC) towards the implementation of the Maputo Agreements of 6 August 2009 and the Addis Ababa Additional Act of 6 November 2009. The Assembly encourages the SADC Mediator, former President Joachim Chissano, to pursue and intensify his consultations with the Malagasy parties, with a view to facilitating an early and consensual return to legality, in accordance with the AU relevant instruments and decisions.

90 days to Peace Day in Africa

African Union Year of Peace and Security reaches critical milestone

Planned cessation of hostilities in conflict countries and day of nonviolence across Africa

 

22nd June 2010: The countdown to Peace Day reached a major milestone today for the African Union 2010 Year of Peace and Security in Africa campaign. June 22nd marks 90 days to a planned cessation of hostilities and a day of non‐violence across Africa on 21 September 2010. Peace Day aims to put peace in practice through a collective cooperative moment of unity. Africa will demonstrate and communicate the dividends of peace. This will create an impact on the human psyche and motivate political actors, businesses and civil society to work together to address the root causes of conflict and violence.

Many of the ongoing activities for the Year of Peace and Security are geared towards making Peace Day a resounding success, and demonstrating to Africa and the world that peace is possible in Africa. A successful Peace Day will also demonstrate African leadership, commitment and capability to mobilize for peace, and that if peace can be attained on Peace Day, it can be accomplished permanently.

Calling on support for the Year of Peace and Security in Africa, and in particular Peace Day, Jean Ping, AU Commission Chairperson said,

 

“I urge the African civil society and private sector to join hands with the AU and its Member States to make peace happen in 2010 and beyond. Indeed, to achieve peace between nations and nonviolence in our homes, communities and schools requires everyone’s involvement. I challenge every African to take a step of faith and do something to support the Year of Peace and Security, for none of us is too small to make a difference.”

CSOs' Consultation on the Year of Peace and Security in Africa

On 31st August 2009, on the occasion of the Special Session on the Consideration and Resolution of Conflicts in Africa, the Heads of State and Government of the African Union (AU), meeting in Tripoli, Libya, have adopted a strong declaration and a comprehensive plan of action on the elimination of conflicts in Africa and the promotion of sustainable peace’.  The Assembly has also declared the year 2010 to be the ‘’Year of Peace and Security on the continent’’ and expressly called on the African civil society to continue to play its role in promoting peace, security and stability as partners of Governments and the AU.

Taking up this call, CCP-AU along with its partners had a Consultation on 20-21 January 2010 on the Year of Peace and Security. As such, please find below documents and outcomes of the consultation:

Hand Guide: ’Strengthening Popular Participation in the African Union: A Guide to AU Structures and Processes’’

In the framework of the upcoming 14th Ordinary Summit of the African Union, Oxfam International and its partner Afrimap have launched a Hand Guide on the African Union’s structures and processes.

The 70-page Hand Guide written both in English and French entitled ‘’Strengthening Popular Participation in the African Union: A Guide to AU Structures and Processes’’ is a practical tool aiming to assist citizens and organizations to engage with African Union policies and programmes. It describes the AU decision-making process and outlines the roles and responsibilities of the AU institutions. It also contains a sampling of the experiences of several non-governmental organizations that have interacted with the African Union in the past.
